If comfort is the priority, the winter window of roughly October to March gives the most pleasant weather for standing in queues and walking the old city. Weekdays outside the festival calendar are the quietest, and a mid-week winter morning is the closest you will get to an unhurried darshan at a temple this popular.
But the temple is at its most extraordinary precisely when it is most crowded. Shravan (approximately July to August) is the charged heart of the year: every Monday the Mahakal Sawari procession carries the deity through Ujjain, and the town fills with pilgrims. Nag Panchami in Shravan is singular, because the Nagchandreshwar shrine above the temple opens for that one day a year only, drawing vast overnight queues. Mahashivratri in February or March is the greatest single night, with darshan running through the dark. And every twelfth year Ujjain hosts the Simhastha Kumbh Mela on the Shipra, when the whole city becomes a pilgrimage. Choose your date by whether you want peace or intensity, because you cannot have both.
