The shrine never closes, so choosing when to go is about balancing weather against crowds. The broad pilgrim season runs March to October. If you want the fullest devotional atmosphere, the two Navratris are the peak: Chaitra Navratri in spring (March to April) and Sharad Navratri in autumn (September to October), when Katra is lit up, the Shrine Board runs its Navratri Mahotsav, and the town hums with pilgrims. The trade-off is that these are also the most crowded weeks of the year, with the longest darshan queues.
For a more comfortable climb, autumn just after Sharad Navratri, roughly October into November, is widely considered ideal: the weather is cool and clear, the trails are scenic, and the biggest rush has eased. Spring months of March to May are similarly pleasant. Summer draws large holiday crowds but can be hot at the base, which is part of why so many climb at night.
Winter is for the hardy. From late December into January the upper reaches turn cold and can see snow, yet the shrine stays open and pilgrims keep coming, with the New Year and Diwali periods bringing their own surges. Whenever you choose to go during a festival, book accommodation and, if using it, the helicopter well in advance, because both are quickly exhausted.
